Regarding #2412, I have a question: what about a scenario where a checker instance is passed sequence method (triggered) as an actual argument? Should it take the clock from checker instance or this checker's (internal) clock (e.g. default clock) would apply. Intuitively, I think the clock of the checker instance's context should apply. Is there some rule that address this scenario?

-An issue passes if there are zero NO votes and half of the eligible

 voters respond with a YES vote.

-If you vote NO on any issue, your vote must be accompanied by a reason.

 The issue will then be up for discussion during a future conference

call.

-Note: For some issues, the proposed action is captured in the bug note

       (resolve as duplicate, already addressed, etc.).
