I think the first example is not appropriate. It executes correctly as one would expect. The description seems
to suggest some weakness/incongruity of the semantics. It also states an intuition that is not mentioned before.
The second example is ok. My preference would be to simply state that due to short-circuiting of the evaluation of
certain expressions, an assertion, whether it is differed or simple immediate, may not get executed.

-An issue passes if there are zero NO votes and half of the eligible

 voters respond with a YES vote.

-If you vote NO on any issue, your vote must be accompanied by a reason.

 The issue will then be up for discussion during a future conference

call.

-Note: For some issues, the proposed action is captured in the bug note

       (resolve as duplicate, already addressed, etc.).
