[sv-ac] Operating procedures

Hi all,

I was asked to send a link to the operating procedures:

Note that the correct fonts should be preserved, especially in the added text, since the editor will use the exact fonts from the proposal. These fonts should be consistent with the rest of the LRM.

The final format should be either PDF or HTML. We also upload the Word version of the document to allow other committee members to edit it in case of necessity.
