[sv-ac] One more typo found in 17.7.1

Hi Stu,

I noticed a typo in 17.7.1 Checker variable assignments. It is written there:

The formal semantics of free variable assignment is described in const F.3.4.6.

const should be deleted.

Could you, please, fix it if it is not too late?
