You have quoted the ballot comment, but the approved change to the standard addresses the comment by adding a note in the LRM that explicitly calls attention to the change, but not as a dperecation. The dictionary definition of deprecate is "to express disapproval of", etc. That is a relevant term when the previous practice is still possible, but disapproved of.
