[sv-ac] Ballot issue 25 is not clear

 The ballot issue 25 (http://www.eda-stds.org/mantis/view.php?id=2655 ) is not clear, the report might be broken. This issue requires resolution, therefore we need more explicit information in order to be able to handle it.
