[sv-ac] 2005 issue found in draft 6 review

Draft 6 review: In 38.5.3 -- VPIAssertionReset and VPIAssertionDisable
should be vpiAssertionReset and vpiAssertionDisable respectively (this
is a bug in proposal itself), note added.
