[sv-ac] proposal for 2237, VPI for 1667

Hi Folks:

I just created a short proposal for Mantis 2237.  This
makes the VPI changes for 1667.

It follows the notes that I sent out a long time ago.  Those
notes are also in Mantis 2237 and (most) are at the beginning
of the proposal.

The idea is simply to add an attribute, vpiDirection, to each
of "prop formal argument" and "seq formal argument" and use
this attribute to determine whether the argument is a local 
variable argument and, if so, its direction.

It will be good if we can review this in today's meeting.
