[sv-ac] updates for proposals 2100 and 2173

Hi All,
 
I have updated proposals 2100 and 2173 on Mantis.
 
2100: fixed also typo on page 5 (if_a_becomes) as raised by Shalom over
the last Champions meeting
           this adds to two prior friendly amendments since our last
vote:
    "except for it evaluates" -> "except that it evaluates"
    "troughout" -> "throughout"
 
2173: 
       now 2173 has the basic syntax and semantics (no VPI,no vacuity or
multi clocking)
    notice the syntax has changed since our last vote (fixes extra
semicolon in a verification statement use of case - outside of named
property)
The 2173 proposal was split into two new proposals:
2326 : VPI diagram for the property case - no change since last vote,
just a new Mantis item
2327: make vacuity definition more general (as suggested by John and
Erik) and multi clocking definition with optional default (as Suggested
by John) for property case
