Friendly Amendments

In this version of the proposal, +constant_expression+ has been removed 
from the BNF in Syntax 16-3, but the text immediately below it still 
refers to +constant_expression+.  Either the text of 16.6 needs to 
change, or the Syntax box needs to change.

1. The syntax for constant_primary should be specified here and also for
constant_mintypmax_expression. This will make the text more clear.
