Shalom,

I'm not an ontologist, but if the $display could only control what
happened during elaboration and we're not part of the code to be
simulated, sure, to me it would be a declaration.

I was just trying to keep our BNF a little simpler than proposed.

True. But if they appear separately in the BNF, I don't see why an
elaboration message construct should not appear with them rather than
with declarations.
