RE: [sv-ac] call to vote on 1806

I vote yes with friendly amendment to strike out the change to 38.3.2 --
while what is states is accurate (static info is accessible "somehow"
(NOT direct API)), adding "restrict" to the list would be confusing
since it is NOT referenced in the direct API.
