This came up in today's meeting.  My earlier comments and Ed Cerny's

I don't have deep concerns with $elab_error as such but raised concerns
about "error" versus "fatal" and how predictable such things would be in
various tools.

I think that I'd vote against 1769 as is but Ed has already indicated a
willingness to address my concerns.
