[sv-ac] revision of 1987

Hi Folks:

I was supposed to revise 1698, but I got this confused and revised
1987 instead.  I know that this is resolved, but I think there are 
some good revisions in it.  Please have a look and send feedback 
immediately.  I intend to call a vote on this.
