[sv-ac] New proposal for 2088 uploaded to Mantis

Hello Everyone,

I have uploaded a new proposal for 2088 to Mantis.
The new proposal adds two new examples to show the timing of a 
covergroup when it is triggered by the sample() method.  I also 
dis-allowed any call to the sample() method from initial_check, or 
always_check procedures, or from any function called from one of these 
procedures.  Take a look and see if it answers the objections from the 
last ballot.
