Put this clear - you are claiming that COVER should ignore vacuous passes at
all -  never mind the action block control task.

Non-vacuous successes should be considered as coverage hits, meaning you
expect at least one simulation 

In which at least one attempt is non-vacuous.

 

If so then why action blocks for both cover and asserts for vacuous passes
by default will be executed (see 1361). Maybe for covers they should not be
executed.

We had a big discussion about it, you can search the reflector.

As for action blocks executing by default on vacuous successes, I agree with
you it should not be the case. 

As far as I remember it is because of backwards compatibility issues.
