[sv-ac] call to vote on 2033

Hi Folks:

This is the call to vote on the proposal for Mantis 2033.

The document on Mantis is

   PropertyGenBlock.pdf

I did not see Dmitry's mail until this morning, but I am 
calling for the vote anyway because the proposal is very 
simple.

If anyone objects to this process, simply vote no with the 
rationale that the voting period was a little too short.
