[sv-ac] collected list of other items

Hi Folks:

I decided that even I was getting confused by all the mails
on other items.  I have collected the items that I thought 
to be worth considering adding to our extension list even 
though no one has suggested them and volunteered to push them.

Below are items that we are trying to close out.  I think
that they should be on our list for the extension in case 
we don't quite finish them beforehand.

I think these are all very low effort.

1199:  Standard reporting mechanisms for functional errors/warnings, etc.
1494:  Inferred enabling condition for coverage statement [DK]
1533:  LRM not clear about types of local variables in properties and sequences [MK]

- Balloting/revision:  1 week
- Champions feedback:  0 [i.e., leave unfixed]

In reviewing all of our Mantis items, I thought that following ought
to be on our list to resolve in the extension.  These are not items
that I want to sign up for personally, but I think as a group we
should try to find owners.  

I think 1800 and 1852 are essentially resolved already (1800 is
balloting, and 1852 was taken care of in 1549, unless something 
comes back from name resolution in the other committees).

The other items looked like fairly minor errata to me.

1627:  Disallow expect in class function methods [DK]
1786:  Definition of "if else" in Annex F [DB]
1800:  Incorrect example with throughout [DB]
1852:  Reference named sequence or property before declaration [YF]
1901:  Restrict identifier in cycle delay to be constant [EC]
1987:  "Verification statement" should be italicized and added to the glossary
2033:  Generate blocks as scopes for sequence/property declarations [DK]

These are items that I thought people had intentions to resolve,
but they would need owners.

1698:  Semantics of sampled value functions outside assertions [EC]
1849:  VPI diagrams for immediate assume, cover [BT]
2088:  Allow covergroups in checkers [ES]
2089:  Allow final blocks with immediates assertions in checkers [ES]
2111:  Allow parameters in checkers
