[sv-ac] RE: comments in checkers

Comments are allowed anywhere where white space unless otherwise
specified. Wierdly, it does not not seem to be stated explicitly
anywhere, but that is not your problem. If we had to mention every place
where comments are allowed, the LRM would be much larger.
