[sv-ac] $ as constant_primary

Hi Brad:

I have been wrestling with some syntax issues involving "$" that are
related to Mantis items 1549, 1350, and 0966.  I think there is
something strange in the fact that we cannot get "$" as a
constant_primary.

Do you think that there is any problem in adding "$" as a
constant_primary, with an appropriate note restricting it?

I guess that by doing so, we would be able to simplify the productions
for

   constant_param_expression
   cycle_delay_const_range_expression
  
and get out of a couple of jams that require special treatment of
"$".

What do you think?  What are the perils?
