Just to remove any doubts: The general rule is that it is illegal to
declare the same identifier twice in the same scope. So this example
would be illegal.

(6.5 says, "Within a name space (see 3.11), it shall be illegal to
redeclare a name already declared by a net, variable or other
declaration.")
