[sv-ac] ballot on 1681

Hi Folks:

So far, I have only received four votes on 1681, all in favor.

The ballot closed at 06:00 CDT, but, as I have mentioned, there 
have been late deliveries of mail in the past.

At the moment, though, there are not enough votes for the revised 
1681 to pass.  See the details below.
