[sv-ac] 1591 feedback and resolution

Hi Folks:

I had an action item to look at 1591 and send a mail to Dmitry
about what changes need to be made.

It was easier for me to make a new proposal than to describe 
this in mail.

This proposal changed only two lines in the LRM, the ones
that show syntax for $past.

The champions' complaints involve only the locator text, which 
has inconsistencies with 1550.  

However, the locator text can be discarded entirely because the
text that requires change is easily and uniquely located within
each of the two sections.

I also arranged the additional square brackets to be in blue font.

I uploaded the proposal to mantis and will call for vote momentarily.
