			1601 was updated for draft3a.  In addition,
substantial changes were made to address comments received from Shalom
(one of the champions). I have incorporated a suggested rewrite from
John that eliminates any suggestion of "equivalent types", among other
things.  It is attached and on Mantis.  Clearly a re-vote is required.
