If 'context' is a new keyword, the proposal should add it to Annex B.

	1601 was updated for draft3a.  In addition, substantial changes
were made to address comments received from Shalom (one of the
champions). I have incorporated a suggested rewrite from John that
eliminates any suggestion of "equivalent types", among other things.  It
is attached and on Mantis.  Clearly a re-vote is required.
