	Per John's request I fixed some font problems in the proposal
and also ordered the clauses in their natural order. The uploaded files
are action_control_task_14.doc and action_control_task_14.pdf.
Unfortunately I deleted the latest Manisha's .pdf version

	(action_control_task_14.pdf), and somehow I cannot upload back.
Therefore I am attaching the  ** deleted PDF ** to this mail.
