All: I have uploaded to mantis and attached a new proposal for 1668. I am still working on proposed changes to Annex F -- these will be in a separate document that is based on the revised formal semantics changes for 1549. The basic idea is that after the sequence and property instances have been flattened, the local variable declaration assignments can be eliminated by pushing them into the sequence and property expressions.
