[sv-ac] Mantis Item 1599

Hi SV-AC,

The SV-CC committee has direct me, as chair, to request of you that Mantis
Item 1599 be transfered to the SV-CC once you feel it is ready.  We would
like an opportunity to review it prior to it going to the Champions
committee.
