RE: [sv-ac] call to vote on Mantis 1674

Perhaps one other way would be to have global defaults that override any
local defaults. This is different than the global clock. The global
"enable" might be odd though.

I think that there is a real need to be able t specify such default
arguments, otherwsie properties are not reusable in different contexts.
Therefore, would you have a counterproposal? Or what you feel is not
intuitive?
