Sadly, no two browsers ever seem to render html the same way.
Generating a PDF version of the proposal helps ensure that everyone sees
the same thing.
As the editor, I would prefer that change proposals involving more than
a simple change be in PDF format.  

[ Then I only run into the problem of Internet Exploder not being able
to open PDF files that Dave Rich creates, but every other PDF file opens
just fine :{ ]
