consolidated in one sentence.

I'll fix the first two issues. About the last issue, in the last version
of the proposal, I had a separate statement about pass, fail and vacuous
actions ? Could you check that version and see if that looks better.

- In several places, there is text

     Refer to section 17.11.2 and 17.13 for the definition of vacuous
success.

  In view of the changes from 1381 already in P1800-2008-draft1, I think

     Refer to section 17.13.6 for the definition of vacuous success.

- I think the English structure of the sentence

     On disable, enable, reset, and kill, pass action, fail action and
     vacuous action callbacks, the returned p_vpi_attempt_info info
     pointer is NULL, and no attempt information is available.

   at the end is confusing (too poetic?).  Should there be an "and"
before "kill"?
