Since there has been general consensus in this e-mail thread to move the
bind subclause, I will just make that move as part of the LRM merging that I
am doing at this time.  Then no Mantis proposal is needed for that specific
action, and the current proposal can focus on the issues it is addressing.  

Part of the merge process has been to reorganize clauses from the two LRMs
into a more logical grouping, which has already involved moving some
subclauses around.  I have been making margin notes in the merged LRM with
the old LRM subclause numbering to help track what text came from where.
