Hi Ed:

You need to provide a rationale for a negative
vote in an email ballot, otherwise the vote is
invalid.

If you are voting no based on the problem involving
when the declaration assignments execute if the clock
is changing, as I described in a previous email, then 
please indicate that.

If you are voting no for some other reason, then please
explain.
