How do you envision such an error being hidden?  Are you imagining
that the user writes a declaration assignment when he really means
not to and then is not told by the compiler that he has an illegal
reference to an unassigned local variable?

I think it is always possible for the user to write something that
he does not intend.  Generally, the tool cannot tell the user when 
he has done such a thing.

It has been requested by users.  

In my opinion, it is a cleaner way to provide the initial assignments
to those variables which require them than to use the explicit
"(1,v=e) ##0" or similar device.
