[sv-ac] mantis 1735

I have opened mantis 1735 for incomplete fixes in 0928.

Surrendra pointed out that we cannot have an event expression
as a default actual argument and suggested a solution.

In reviewing 0928, I noticed that we have lost the ability
to pass $ as an actual argument.  This is because actual_arg_expr
is now an unreferenced non-terminal (which should therefore
be deleted).
