[sv-ac] IEEE patent policy

All:

At our last meeting I mentioned a set of slides on
IEEE patent policy.  Ed sent me a copy, and I also
found the following link:

In order to comply with the IEEE working group rules,
we are supposed to review these slides at the beginning
of each meeting.  

Please familiarize yourselves with this material so that
we can efficiently comply with the IEEE rules.
