[sv-ac] call for vote on mantis 1567

This is the official call for vote on mantis 1567.

I know that the minutes said that this item was ready
to vote, and a number of people have already voted and 
there has been some discussion on the reflector.

However, I did say in the meeting on 2006-11-28 that
I would wait until today before calling for the vote
because the proposal had been put on mantis only a day 
or so before the meeting.  

Final ballots are due by 11:59 PST on 2006-12-08.  

If you are eligible to vote, then please do so.  Note 
that according to our operating guidelines, a member 
who does not vote in 80% of the letter and electronic
ballots in the last three months is supposed to lose
privileges.
