1) To discuss #1551/1550 from previous meeting minutes:

#1551: The proposal as it exists now would break backward
compatibility. Therefore, it is necessary to preserve the fully
asynchronous behavior of "disable iff" and yet provide means for
handling the sampled form as well. 

A possible solution is to modify $sampled as proposed in #1550 (but
allow the clocked version as well), and then instead of changing the
behavior of "disable iff(bool_expr)" recommend using "disable
iff($sampled(bool_expr))" where $sampled is used w/o the clock and
thus returns the value of bool_expr in the preponed region. To be
discussed with Dmitry at the next meeting.

#1550: The proposal has to be modified to take into account
backward compatibility allowing to specify the sampling clock and
align terminology with the LRM, e.g., change "prepone time" to
"preponed region". To be discussed with Dmitry at the next meeting.
