[sv-ac] Proposal for 1381

Hello Doron,

I like the proposal, a couple of small issues that you may consider:

- Section 17.13.4,add, 3rd sentence: Should it be "A concurrent
assertion statement is an assert property, an assume property or a cover
property statement.

- Section 17.13.5, modify, 1st sentence: Should there be some
explanation as to what the meaning of the enabling condition is and how
the property behaves when the condition is false? Before it had the
antecedent context which then provides the interpretation for both.
