P1800 WG is in the process of preparing a new PAR that shall be reviewed 
and then submitted to NESCOM. The new PAR may allow more changes to SVA in 
specific, and therefore I am not sure if the proposed change you highlight 
below must wait until 2010 or can be done for the next revision of the 
standard.

Hello,

I checked what is now allowed as a change in the LRM: 

"The require changes for new features must be highly localized in the
standard.  Changes that require edits in multiple chapters would not
qualify as local."

This means that we may or may not be able to add followed_by because it
may require changes in the BNF, semantics, VPI, and of course Ch. 17. 

When a more profound change could be introduced, enhancement, is with
the next PAR, probably close to the year 2010.
