[sv-ac] Coverage reporting

In the section 17.13.3 of the LRM listed the information to be provided
by coverage tools. There are suggestions to add more kinds of
information(see Mantis #805), and there may be more of them in the
future. Each piece of information may be valuable for a specific usage,
but reporting everything will introduce significant simulation overhead.
Therefore I think that the compulsory reporting should be reduced to an
absolute minimum, other features should be optional. There should be a
vpi_get() query telling whether a specific coverage feature is supported
- kind of vpi_get(vpiFailureCoverageEnabled).
