[sv-ac] Merge or not merge the 1364 and P1800 LRM's

We forgot to discuss the following items during our last meeting:

1) Should 1364 & 1800 LRM's be merged?

2) If 1364 & 1800 should be merged, when should it be done?

3) Any other questions or comments to the study group as they consider
   their decision to develop the next PAR.

Please send me your ideas by the end of this week - Friday Feb. 17
evening.  I will integrate them and pass them on to P1800.
