I have not heard anyone else complain about the PDF file, but it's a moot point, anyway. There are two later preliminary versions, one marked "prelim3" and one with a file name that has "prelim4" but only says "P1800/D5" on the pages (it was hoped that that would be the actual recirculation ballot draft, but it is now just the latest preliminary review draft). Hopefully you won't have the same problem with this latest review draft. One thing to note is that "Prelim3" has margin notes indicating which Mantis item caused the text to change. "Prelim4" does not have those margin notes. Personally, I found the notes handy, especially when more than one Mantis item made changes to the same paragraph (a relatively rare occurrence for this recirculation ballot, but there were a few places that happened).
