Issue #266 - Negative vote from Entity #6 - Version #2

Cliff-notes - Version #2

I have examined and proposed more fixes for normative notes. The process is 
still not complete.

I have copied all of the appropriate text that needs to be examined and 
have proposed fixes for all of the sections through 24.4.3.

All of the sections after 24.4.3 still need to be completed. The proposals 
at this time are just a duplicate of the original text, which will make it 
easier for me to modify to form proposals. I must catch a flight on Monday 
afternoon and will be tied up teaching a class all week. I will try to 
continue working on these corrections from my hotel but I cannot guarantee 
completion at this time.
