I think we should change "parameter" to "argument"
in the discussion part of the resolution for 196.
This is just because "parameter" means something
different in the language, and in other places in
the LRM we call them "arguments".

Also, I recommend changing the sentence

  "Another example where a local variable is used
   to sample a formal parameter, in order to get
   the effect of 'pass by value'. This is needed because
   currently pass-by-value is not supported."

to

  "Another example, in which a local variable is used
   to sample a formal argument, shows how to get the
   effect of 'pass by value'. Pass by value is not currently
   supported as a mode of argument passing."
