196: Due to diverse opinions and sub-issues, Hillel is to poll members to see whih aspect can be accepted and then prepare a formal proposal. The issues are: port type, direction, pass by value / by reference, backward compatibile argument specification, local variable flow out, etc. The proposal should be ready for vote on 12/22/2004.
