Hi Shalom,
I have not set the standard for what is actually being used in the LRM. Stu
has done this and has intimate knowledge about 1364 problems. The standard I
am setting is for the change notices. These are completely converted when
they go into the Frame style sheets. The templates that are posted on the
site are the ones that Stu provided.
The documents I am preparing are web pages and NOT the frame document. The
change notices give us a single place where we can see all of the changes
that are to be made before Stu spends the time to integrate it into the LRM.

As the current editor of the 850-page IEEE 1364 document,
I would like to share you with my experiences.
The original version of IEEE Std 1364-2001 was full of TimesRoman
and CourierNew fonts and caused us a lot of grief.
Things like special symbols that disappeared or appeared as something
else when printed (e.g., a bullet symbol turned to a Japanese Yen symbol).
Or bad spacing between characters.
It took us weeks to find out the problem.
Everything worked out fine when we converted all the TimesRoman to Times
and the CourierNew to Courier. That is why in the new version of 1364-2001
we are generating the PDF ourself instead of having IEEE do it.
Please consider just using the plain vanilla fonts.
