I uploaded a new version of Ben's proposal: http://www.eda-stds.org/mantis/file_download.php?file_id=5326&type=bug.
It is almost identical to Ben's original proposal, with one additional change and with typesetting of Annex F.
It was agreed to keep Ben's original definition of vacuity.
