[sv-ac] New version of 2476 uploaded

I uploaded a new version at http://www.verilog.org/mantis/view.php?id=2476 , which attempts to fix the issues pointed out by the champions. The .docx version has change tracking on, so you can see what I modified. All the changes were in section 20.9, Bit Vector System Functions. If nobody has major objections, I think it's probably ready for voting.
