[sv-ac] Mantis 3614 Free variable randomization with assumptions with various clock domains

Hi all,

Following our discussion yesterday I created a new Mantis item 3614 http://www.eda-stds.org/mantis/file_download.php?file_id=5150&type=bug clarifying an issue when some free variable is randomized with assumptions with clocks changing in the Active and the Reactive regions. I extracted its description from 3033.
